Of course they would say that. Either way I'm not impressed by the achievement. If you got emperor because you killed the most people maybe, but the way it's measured has nothing do with skill. In fact given enough time you could theoretically become emperor by just being in the right place at the right time and do nothing else. How many times have I ran up to a keep and gotten the tick when I did absolutely nothing to contribute to the battle? How often have I not gotten the tick because I chased the enemies too far from the keep. Further, I have seen lots of former emps on forums saying the buffs are actually insignificant. So what's all the uproar about? Because you invested the time into something? Well the game (especially dynamic ones like MMOs) need to change to move in positive direction (hopefully).

Because its a skill line, and though it is very minor it helps for those min/maxers.
Not only that but there is literally no point in getting rid of former emperor passive, no one asked for it and no one ever complained former emperors have to many benefits.
No one cares. Former emp passives create a toxic PVP environment where the goal is to pass around Emp as much as possible and it ruins the balance of campaigns.

1. No one complained, This is like when they changed the ult generation system.
2. cant the same be said for you? if its soo small WHY NOT KEEP IT its a goal to strive for.
Take them out, or leave them in. It actually doesn't matter all that much...
CP gain is the only thing that will make or break your character.

the removal is purely punitive. champ pt grinding is the best way to advance your char. anyone jealous of the buff needs only spend a night in a cave.
if little buffs don't matter to all of you peacekeepers, we should just make cyro CP less and see how things go IMO.

Zos removing emp buffs actually increases my trust in them, in that they are willing to make hard decisions for the good of the game, even when it means alienating a small segment of their hardcore player base.
I guess one issue is that you can become Emperor at any point during a campaign, so campaign length makes no difference.
Maybe if you could only become Emp at the very end of a campaign, based on the winning faction and #1 on leaderboard? Then get rid of the short campaigns, and being an Emp becomes a rare and hard-fought title.

Brian Wheeler did state in his forum thread and on ESO Live that part of the big changes coming was how the server tracks aoe abilities in a well theorized attempt to hopefully improve on Cyrodiil's performance. He further stated (as he has for a long time now) that the engineers are continuously looking into what can help with the lag. This change is being looked at alongside all the other changes, including the former emperor buffs. Right now, with the state that PvP is in, Emperor farming/trading is the last thing we should be worrying about. You can't get into one fight without ping skyrocketing to 1000+.
You can't speak for everyone when you say no one cares for former emperor passives, everyone I know that is a former emp really enjoys the passives and doesnt want to lose them, because they earned them. Sure there are a lot of people who trade emperor, but that is not the players fault. ZoS can put a lot of restrictions onto it.
To pair my suggestion with another persons suggestion (can't remember their name, but credit to them). Make a campaign that has Emperors and only that campaign (this could be the 'main' campaign). While players are in this campaign former emperor buffs would be active. Make other campaigns not have emperor with other special rules to make PvP fresh and different between the campaigns. If there was only one campaign that awarded emperor then everyone who wanted to farm emperor would have to go to that and there would be a lot of competition for it (all 3 factions would be trying to cap it at all times of the day).
