Guild Traders/Stores And A Quick Question On Light Armor

Hello,
1.The guild traders that I see in cities and towns on my travels, are they set up by players for Guild members? Or are they sort of like a warehouse club type deal ?
2. What level do you have to be to start getting into the light armor such as Warlock or Torgus pact?

✭✭✭✭✭They are the actual guild stores of player-made guilds.
Each week guilds may bid on a trader - so they're store is available there. Highest bid wins - and that guild trader (which is their guild store) is available to be purchased from by anyone!
