Snit's mercenary idea is the best solution i've heard tossed around. Minimal changes, make it come at some huge cost (1 million ap ?) if you like.

The downside of making it so fluid would be an increase in griefing and cheating. If you could switch sides just by relogging, some would be unable to resist the temptation to act like... undesirable players. You need a velocity limit. I don't know if that's an AP cost, a time-lock or even a permanent choice.
Of course, there's another downside. Already, we've seen many people reroll EP to join the 'winning' side. If it were less punishing to switch sides, this trend might worsen. People suck sometimes.

Which is why you only allow someone to change to a faction that has less population on that campaign. Lock it out for a day so it's not a long term thing, but don't allow people to switch whenever they want. The incentive for switching is the 20% AP bonus, and having more enemies to kill. There are a lot of days where PvPing as AD is almost impossible since you have to choose between lag fights or a campaign you dominate. If we could play on an underpopulated faction that would be a welcome change of pace.

No, it wouldn't. The same zergbadding lagsploiters in EP would come to DC.. Then, my pure and good faction would be tainted by the entire EP zerg.
