Bounty goes up for no reason in dungeons and cyrodiil.

So ive had this problem with getting my bounty to go down, I got it up to about 170k and stopped. Ever since then I've noticed it jump up randomly without me committing any crimes. I wasnt for sure if I was doing something wrong and just didnt notice, until I caught it happening on video. take a look. you can see I enter my inventory with a lower bounty then when I back out.
id like my bounty removed or reduced because of this bug, its constantly digging my character a hole I cant get out of.
