On Consoles: D-Pad Down should be push to chat and not change between views.
Adjusting your zoom or toggling between 1st person and 3rd is non-essential when compared to the need for push to chat functionality.

At least on the PS4, you can change the button-mapping in the system menu of the console.
Sounds like its a failure of users to get useful headsets. I do not have 1 game that has push to talk in game and I have never had an issue because I have a mute button connected to the controller with my headset in.
There is more useful things to put on a button like ability toggle between your list of abilities. On PC you have 2 ability lists but on console you only have the 1 ability list so no way to have 2 different setups. This toggle could be on the down arrow instead.
To be clear I am talking about your attacks and healing abilities that you use with your character in combat.

Speaking from a PS4 perspective, because:
a) The mute button on my headset requires me to take an entire hand off the controller and takes a second or two to switch on. That's fine for if you want to stay muted for a long time, not so great if you want to use it to talk during raiding or combat without leaving your mic on the entire time.
b) Most people won't bother. Do kinects even have a mute button? Do people know about it? Probably most people will just leave the open mic on (and many kinect users probably don't even KNOW their mic is on). The default HAS to be muted, with a dedicated button on the controller that you push to talk. Right now, ESO is like a CB channel where everyone has their mic keyed *all the time*.
