To get the highest chance for a fragment for the new exp boost recipe is max level in provisioning enough or do you need to max out recipe quality to?

✭✭✭✭✭Just Recipe Level. Blue or Purple or Gold don't matter for Writs as they never ask for them. And, I get Purple ingredients in my Writ Containers on all levels of characters. But the Roe is supposed to have a higher chance on higher level Provisioning Skills (meaning Recipe Level)
So get Recipe Level up to 6 (Provisioning Skill of 50) and make sure once you get the recipe, that you unlock the 4 Level of Recipe Improvement, which allows Gold RecipesEnjoy the game, life is what you really want to be worried about.
