Question regarding provisioning writs

To get the highest chance for a fragment for the new exp boost recipe is max level in provisioning enough or do you need to max out recipe quality to?

Just Recipe Level. Blue or Purple or Gold don't matter for Writs as they never ask for them. And, I get Purple ingredients in my Writ Containers on all levels of characters. But the Roe is supposed to have a higher chance on higher level Provisioning Skills (meaning Recipe Level)

So get Recipe Level up to 6 (Provisioning Skill of 50) and make sure once you get the recipe, that you unlock the 4 Level of Recipe Improvement, which allows Gold Recipes
