First off... ESO doesn't have nor supports mods, almost no MMO i know of does. Addons are not mods, they are completely seperate entities.
Mods can change core files of the game and it wouldn't work as all the files have to be identical for everyone and it gets synced with the server. If 1 mod was to be used, it would have to be server wide and enforced upon everyone.. Which is a nono in a MMO.

So what if ZM did? I mean their big sister Bethesda, allows for the creation of mods into the Main series, they even hand out a creation set for it.
What "if" ZM passed out a creator as well, that allowed us to create models and other things for characters, textures etc. Perhaps even using pre-existing models, textures, items etc.
But not inject them into the game of course, as not only would that be impossible, but if able, could be very problematic.
But rather we could post them in a thread or board showing them off. Every few months, ZM could take a look at the best ones, tweak them, edit them, give them a ZM feel, make them feel more lore friendly, and then place them in game where they see fit.
Perhaps even give some kind of token to the player who created it.
Would give the community some more creativity and influence over Tamerial and give ZM a hand.
Of course, like stated, ZM would pick the best, have all rights over the content, and use it how they see fit.
