Don't worry. ZoS said no text chat won't impact player's ability to communicate on console.
How exactly does a chat box fix this specific problem? Why would people who don't want to talk to you change their mind based on the medium of communication? You want people who communicate I suggest going to cyrodoil or doing dungeons. That's where I met the group of people I just started playing with. I have nothing against a text box but imo a large portion of players would still ignore it regardless of whether it was put into the game or not. So I don't believe text chat in itself would help your issue.
(As as side note I get very annoyed when I'm harrased to join a guild while I'm still learning the game js)

@J2JMC a lot of people are uncomfortable speaking to strangers in game, but text chat takes away the personal part of it, and therefore more people are willing to chat via text. I play on PC and know plenty of chatty people that never join TS. Not that they can't, they are just not as comfortable.
I also found on PS4 very little speaking. Maybe due to the fact you have to stay where you are to converse, rather than carrying on a conversation while you get all your chores done (running all over town)

The thing is this is console. Between CoD, Destiny, Battlefield, GTA etc...a majority of players are used to voice chatting. I mean I don't walk up and say hi to every stranger, but as I mentioned I found myself a cool group during the pvp area because we were in a situation where we had to work together. From my experience, people will talk when it is needed. So as for your issue, people most likely hear you when asking for a guild. They just probably don't see a need to join it.
I should note I'm not against text chat. I just don't believe it has any real benefit for your issue. It does help those who don't have a mic, and if implemented properly, can be used to reach a wider area of people. However, if they implemented a text chat I would personally turn it off as my screen is too small to have something I don't need taking up space.
