✭✭✭✭✭They're not always located in the bank, but there's also a bug where NPCs are invisible that should be fixed in the next patch.

JediRift✭✭✭Had same issue the other day becauseI google searched and people said to check Daggerfall bank. However, the vendor that sells bag space is ACTUALLY just outside of the bank in the courtyard area. Look for a small cart with the bag space sign.
