The best way is to deconstruct all blacksmithing gear you get from killing mobs. Deconstruction is key to leveling the equipment crafts as well as enchanting.
If you have a friend who is also working on blacksmithing, you can create gear and give it to your friend and vice versa. You get more experience from breaking down another player's crafted gear (this also works with alternate characters on your account). The least amount of inspiration from deconstruction comes from items that you've crafted yourself, or from the 0 value junk items that you can steal from weapon racks/containers.
You get very little inspiration from crafting items.
Decontruct Metal Armor and Weapons you get from mobs.
You can decontruct things made by other players, but the mechanics of moving that many things back and forth between players is a bit of a pain. Well, it's a lot of a pain to move dozens of items, so much so that I won't do this anymore.
Anyway, if you decon loot you get from mobs, Blacksmithing will level up as your character levels so that you can make the better armors as your character can use them. In other words, if your L12, there is no benefit to being able to make L16 Armor, you can't use it. Well, you can sell it. Yes, you can unlock passives that make crafting better, but your probably not going to have the points to use on the skill and maintain a deadly character at the same time at lower levels.
If your trying to get to 12 for the Hireling, then you can get there in a few hours of farming Public Dungeons and deconning loot, in all 3 of the crafts.
