Like you said, purchases from the ESO web site are only for the PC version, so on the console you are going through a third party for an in-game transaction.
If that were the reason, then an ESO+ subscription would cost more also, surely?

No they advertised ESO plus at a set price so they couldn't change it now.

That makes no sense. Crowns were previously "advertised" in the same way that ESO Plus was. Both had set costs on PC. Those costs have translated to PS4, but not Xbox One.
