Because... Microsoft. Seriously, it's probably because they are taking a cut of the transaction. Like you said, purchases from the ESO web site are only for the PC version, so on the console you are going through a third party for an in-game transaction.
Thinking about it, the way they've priced Crowns, there is no point in buying them.
1500 Crowns cost £11.99! Why would you buy that when you could just buy a one-month ESO+ sub for £8.99 which gives you 1500 Crowns also, plus additional benefits?!

So 750 Crowns will cost you £4.79 if you try to purchase from your ESO account website, which I assume only work with the PC version. I logged into my Xbox One earlier ready to buy some Crowns and the price for the same 750 Crowns was £6.39.

Ah yeah, that's it! Shouldn't they all be listed in an add-on section under the main product page though? Or do they only do that for 360 games and not XbOne games?

The details of the deal will be wrapped in red tape and legal mumbo jumbo. You would not get a statement from ZOS on this, it would be biting the hand that feeds them.
If you go trawl the net there are other examples to be that back up the answers people have already given you. You will either have to make peace with the sense that people have provided you with here or go research it to come to your own conclusions.
