ZOS seriously can't perma-ban known hackers?

That's because they don't actually investigate anything. They might check a recent log or two to see if something is flagged on a reported player, but other than that - nada. If they cared, a GM could watch a player and find out if they are cheating/exploiting/hacking in no time and get rid of them for good.

i know players who have even used 3rd party programs to exploit, done it until they decided to quit the game on their own time (months).

The players who i know got banned were due to:

1. Extreme in game harassment.
2. farming 40+ players purposefully for AP gain over days.

They dont ban players who cheat with 3rd party programs.

Absolutely right. Heck, the only people I see getting banned are people on the forums pointing out the CHEATING of others.

In ESO cheating = good. lucky = good.

If you don't cheat, and you haven't gotten lucky enough to get the drops you want....at this point...why bother playing?

What's so hilarious about the clowns who always complain about these guys is, if you watch their videos, THEY never take any damage either! All I see is a bunch of Sorcs chasing each other all over Cyrodiil with massive Wards up 24/7, peppering each other with dinky, un-procced Mage's Furies and wondering why nobody is taking any damage. Ridiculous!

We have add-ons that tell us how much damage they take and whether or not that damage it mitigated, blocked, absorbed, etc. The player who shall not be named has consistently taken 871 damage from multiple dragon leaps from me when he has no shield active, is not blocking, or has any other effects that might absorb it. Similar extreme percentage reductions have happened on abilities such as force pulse, flame lash, deep breathe, and others. These are not isolated occurrences that could happen from an unknown confluence of factors. These are consistent.

It is possible ZoS investigated the player in question and his accomplice and found nothing. That doesn't mean those players aren't cheating. Has it ever occurred to you that ZoS is apathetic about the issue or incompetent?

If you fight me in Cyrodiil, when I take no damage, your add-on will tell you why: it is absorbed by my hardened ward, I blocked it, your projectile hit my ball of lightning, etc. This is why nobody has ever accused me of being a cheat.

ZOS said permablock/blockcasting/animation canceling is fine.

Lol if only this was about those things, Alcast. I just watched Erock's video and some that other people filmed of the same individuals, this is hacking/exploiting at its finest my friend.

ZOS just doesn't care.

Sorry for the confusion, that was meant to be rhetorical. This is something we really should have if they are at all serious about specific exploits.

My fear is this lack of action on potential exploiting/hacking is yet another side product of the "console" release. Many of the hacking issues seen in the PC version cannot happen on the console side. It seems pretty obvious that ZOS is betting their future on console players and lack of action on hackers in the PC client is one of the casualties. Maybe a bit paranoid on myself, but watching those videos I really have no other answer for the lack of banning of those players or even a reasonable response
