One Hand Ability activated are not available

Hi everyone, I created a dragon knight Breton and activeted few one hand ability for combat (consuming Stamina). These ability are currently equipped but it is impossible for me to use them during combat, while I can use dragon knight ability or magics. Somebody knows why?
