Healing NPCs punishable by death?

Does anyone know if healing NPCs in cities is supposed to be an offense that makes you notorious? I was just killed by a guard for using the spell that heals two nearby allies :-(.

Thought I would check if this was intended behaviour before I reported it as a bug...

    It's likely that you healed someone being attacked by a guard.

    If you toss a heal that heals a player that has a bounty you will receive a bounty. Best to not toss heals in cities cause your bored or out of habit.

    Basically, your aiding a wanted criminal.

    This is a great way to harass people that like to troll dye stations and spam springs....think twice about trolling that guy recoloring his armor...he may be wanted!

    Yep, if someone is spamming heals to be annoying, I go off and tag a guard and come back and boom, no more guy spamming heals to annoy people :) (Then go invis and watch the fun)

    I'm fairly certain one of the main reasons they did it this way was to encourage people not to spam their heals in town. It can get very annoying when you're trying to do something and someone near you is continuously dropping big AoE heals for no reason.

    Yeah I found that out the hard way testing out my abilities in the first minute, next minute bam! I have been killed 20 times because I had no money to pay the bounty that kept rising and too low of a level to do anything outside of the city. Had to wait out my bounty... crappy first 2 hours of the game haha

    And if there wasn't ever combat in towns, this would be fine... Unfortunately there is combat in towns, and the people most likely to need to heal themselves during that combat (newbies who are still getting the hang of combat) are also the people least likely to be able to afford the bounty they can get if their heals accidentally hit a criminal, and on top of it they're the people most likely to quit the game over such a poor first impression.

    Frankly it's very unfair to newbies, and it's disappointing that they didn't think this through and come up with a solution before the B2P launch, let alone before the console launch.

    And this is exactly what I'm talking about in my post above... That's an absolutely terrible first impression of the game. The system as-is is fine for experienced players: we should know better, and even if we don't then we should easily be able to afford the bounty. For new players, it's totally unfair.
