Many other games have the ability to start playing before the game is completely finished the download/install.
Will we have any luck that this would be a possibility?

You mean like if it is midnight or later where you are, and you are still d/l ESOTU, you would be able to begin playing at some percentage of the d/l still to complete?
I don't thinks but I don't know that for fact. But, I wouldn't want to play ESOTU UNTIL it was completely up to date given the many bugs there have been reported since it's inception.
When I pre-downloaded ESO for the PC on day 1, it patched for a while & then I had to wait 90 mins to get on & I was one of the lucky ones apparently.
Yeah, I did mean it as after launch if we could play after a certain percent had been downloaded.
Play while the remainder downloaded in the background while playing.
I know WoW and many other games have this ability.
I know it's wishful thinking.

It's possible, but not very probable. The client's engine and file "layout", as well as the corresponding download/patch servers would need to heed a new communication protocol that supports this kind of thing. A major re-design would, by all means, be necessary. And frankly, other stuff has higher priorities right now.
But it's not impossible. Prior to the launch of it's latest expansion, the WoW client has abolished its MPQ file format it's been using in the past 10 years, to be replaced with a new one. Download and application of patches are possible while the client is running. In most cases, a simple restart is sufficient.
