Light Armor is very close to street clothes. It's like wearing 5-6 shirts. 25% gives that clothing feel, but it is a little too little for defense.
50% is a no. While it would be game logic, TES games are also ruled by real logic, so compromise must be made.

I have no complaints - my lightly armored characters are all doing fine, better then some of my medium armored ones. All that extra magica can be put to good use casting heals or shields after all...

Yeah, I have no issue with the way armor is set in the game. The extra magicka allows me to keep shields and armors cast on myself to stay out of too much trouble. It isn't fair for light armor to buff your magicka so you can use shields AND give you a better armor value by itself at the same time.
