Fyi, you had a hard time with that level 14 because he was actually "veteran rank" 14, which means he was about 30 levels higher than you. He was max rank with good gear, against a level 35. Hate to break it to you, but you're not going to compete with him until you are at least veteran rank 5+.

Google the phrase "Tamriel Foundry." Click the one on top.

I think the answer to your question is PEBCAK.

Any direct links within that site to the main meta build for pvp portion of it?
Like for GW2,
you go http://metabattle.com/wiki/MetaBattle_Wiki
Click on ranked arena, and a drop down list of different builds are there.
Also, any other sites too?

Cant tell if someone trolling me, but sure feels like it on both my threads, this one and http://forums.elderscrollsonline.com/en/discussion/172046/pvp-addons#latest
Where is the listing of OP/Meta builds?
On GW2 you'd go http://metabattle.com/wiki/MetaBattle_Wiki
Click on Ranked Arena, and a whole LIST of BUILDS (not discussion/theories)
Where do I find a list of builds for this game for PvP? Where do they stash all the meta builds?
GW2 Meta/OP builds here http://metabattle.com/wiki/MetaBattle_Wiki EASILY SHOWN
TESO Meta/OP builds, I cant even find the spot/listing of builds on Tamriel Foundry. is it inside the forums or what? WHERE ARE THEY???
You have no idea how frustrating it is to see a level 14 (NORMAL LEVEL/BLACKWATER BLADE), BEST me at lvl 36 and 2 other people.
I hate the word "Meta" when talking about builds.
As long as you don't forget to mention it's also about -> see posting #16.The person was lvl 14. He/She didn't have access to weapon swap or a majority of their skills and skill points. This isn't about builds, this is about an experienced vet going against not so experienced players.
Keep practicing and one day you'll begin to excell.

The community here is small enough that people actually try to keep their optimal builds a "secret" for a while until people eventually just figure it out themselves through word of mouth or while out fighting. GW2 setups are also a lot more "fixed" in the sense that you are locked in to 5 abilities based on your weapon type, unlike the original Guild Wars where meta builds were much more a thing because of subclasses, stat points and 8 skillslots you could put anything into.
The BEST way to find builds is start following the popular streamers and just see what they run and experiment with what works for you. Even in GW2meta's there are always variations on what you can do so don't feel like you need to run the same build as the "best" players. I see it all the time in cyro; groups of gankers all running 1vX builds but they can't actually fight anyone 1vX so they end up ganking people 8v1 and your death log is 3 different crit rushes, 2 snipes and a crystal frag. ie. builds don't make the player, learn how to play first.
There should be a small scale arena so I can actually test real fights.
Also, point was, that level 14 guy, he was hardly taking any damage at all, he wasn't dodge rolling nothing, he was just eating it all. On the other hand, he dealt good amount of damage.
He had all the right skills being in used. If there was small scale pvp I'd be able to figure them out too, but it takes a lot longer doing everything the hard way, and not using a previous known build and known skills that are actually worth it in this game.
In most games, there's a lot of skills that just suck, and this game is no exception. I need to avoid those skills.
https://www.youtube.com/watch?v=vhDhBRL9-SEI really do wish people on these forums would be more helpful, rather than telling me to learn to play, and "oooh they just beat you because they know how to play.." ya they know what build to use, rather than me using a crappy setup.
