You can make a U.S. Account just to get the code and still be able to play the game with your main account as well.

What I was saying was pretty straight forward. To access the digital copy of the game I need ZOS to send me a PSN code that will work on my new network and not the other one. If like the beta I can choose which ZOS server I want to play from on the front page then it just comes down to ZOS identifying which code I need from my ZOS account page. So as I said nothing to do with Sony.

Thanks but different issue. I have already bought the transfer which is what that post related to.
Some of the links are PS3 as I don't have a PS4 but the issue is that the code they may send won't work in all regions based on your PSN.

Sony Computer Entertainment has implemented a territorial-based distribution system for its hardware and software. This limits any particular software title to play only on the system designated for that distribution territory (e.g. North American games will not play in the systems designed for other regions, such as, Japan, Europe, etc.). PlayStation systems and format software titles are only designed to run in their respective regions and countries.

You haven't purchased anything from Sony tho.
I don't know nor should I know either of your account details but when I read you comments, it suggests that the beta code did not work due to a restriction of the PSN.
While it makes sense to look to ZOS, I think in addition to that you should look into the article because my conclusion is that the code they send is based on your ZOS payment information/region so that it follows Sony's. So either your ZOS account is the problem or your PSN account differs which causes a problem.
