Has it been in every other installment? I only recall it being in Skyrim. The trailer which showed a chicken being raised from the dead caused much excitement for that reason.
In Oblivion it was outlawed. In Morrowind it was viewed as horrendous disrespect to ancestors.

in both oblivion and morrowind you could obtain necromancy spells. i can name a few off the top of my head
morrowind: Summon greater bonewalker, summon bonelord, summon skeletal minion
Oblivion: Summon skeleton hero, summon gloom wraith, summon lich, summon headless zombie
In skyrim we have the reanimation spells as well as summon wrathman, mistman, and boneman.
in each of these installments players were still allowed to option to learn and use it for their purposes

Oh I know there were a few spells - I am not arguing with the request for necromancy in ESO, but it just wasn't exactly easy in games prior to Skyrim tbh, summoning a skeleton is no different than any other type of summoning just with a different skin.
Now Skyrim on the other hand, that actually allowed some sort of necromancy - I remember going through a cave in The Reach and there were a few dead animals and dead bodies around, and I raised some and they raised some - I would like to think we all agree that is better necromancy, and implemented better, than a summon skeleton spell.

They aren't abandoning it (I hope). Last I heard they w ere just pushing it back a bit so they can focus on other, bigger projects (i.e zones probably, since they showed a bunch of new zone videos during the TU announcement video).

I'm afraid I must disagree, my friend. That is still Conjuration. Wraithmen and Skeletal Warriors of that realm are technically Daedra. Calling forth ancestral spirits is not seen as Necromancy.
That Necromancy perk also affected things that had nothing to do with Necromancy. Conjuring anything, undead or otherwise is still Conjuration. Necromancy itself was only introduced in Skyrim as part of Conjuration. It's just an early evolutionary stage of making it a specific in it's own right.
Necromancy was not in Oblivion or Morrowind.

If a ZOS Green would come in and say exactly that, I would be 100% satisfied. I am not expecting it to come out over night, but just hearing that its something they are considering and working on would float my boat across the ocean.
