I can only assume, it's some kind of weak attempt to drum up more business by tacking on the #MAdMax hashtag to generate popularity.

These screenshots are intended to be just for fun, celebrating ESOTU and movies we’re all excited for. There is some custom shot composing involved to get the look we want. The armors you see are available in the game, and include some of the following styles:
- Primal Armor
- Argonian Armor
- Engine Guardian Helm
- Barbaric Armor
- Tattoos
- Soul Shriven gear
- Just straight up nothing in the case of the a few characters

I'm not against you guys having some fun (and I'm looking forward to Mad Max as well), but the gauntlets and chest armor of the character on the far right in the foreground are not available in the game at this time. Sadly I'm 100% certain about this, as I've been looking forward to it since QuakeCon last July, and I've repeatedly asked about it in the "Ask us Anything" threads.
So either you are mistaken and this style is planned to be introduced at a later date, or the style is supposed to be in the game already but its abscence somehow slipped under your radar.

That's an interesting coloured shield Captain Tamriel has right there, now if only we could dye our shields like that.

We can ask for more specifics on this. Are you referring to the character that is facing away from the camera, or the dude in the skull helm?

To my knowledge that's a dropped shield rather than a dyed one. I've seen some cool looking shields from normal players on the reddit forum as well.
Also I'm going to assume the zone is Abah's landing?

Absolutely, it's great when devs have fun with their own game, but this is a different situation. It's an armor teased months ago which some people were waiting for. Along with a long list of DLC also teased months ago. Almost a year gone and we aren't any closer to seeing these things in the game. The chest piece of the character on the far right is Dunmer light. I hate these non-dyeable belts, so I don't wear these anymore, but yeah, they exist.
