Just attacked randomly by the guards in town.

    Yep, reminds me what happened on first day of justice system.. My character (who is very law abiding) was passing through such an area when she saw a player fighting a croc. The player was not doing well at all so she decided to jump in and help. The croc was killed and to her surprise she was immediately labeled a murderer and here come the guards. Tried to make a run for the wayshrine but didnt make it :(
    Her last thoughts as the guards beat her down was 'Note to self- crocs are elevated to skyrim chicken status in these here parts'
    Had no clue about this, and was not happy that she now had a 'rap sheet' but what happened next I guess was her fault.. After resurrecting, she continued the way she had been going when this mess started, vowing never to confront a live croc again..but 'live' was the keyword here..passed by the corpse of the one she killed just laying there glowing and figured 'well that croc owes me something'..
    Guess you all can figure out whats coming next, though I didnt at the time.. loot the croc corpse, someone yells out 'How could you?!?' or something like that.. and here comes the guards again *sigh*
    Well this is how we learn I guess, and I was lucky the fines werent too expensive and she had the gold with her or it could have been much more difficult..
    That wasn't a crocodile, that was an argonian! lol

    now i have no gold, my gear is broken, and i have no way of playing one character to get to where i can *** pay a bounty i did NOTHING to get.

    the character in question is a 100% good, never steals never attacks and has everything possible set to off.

    FIX THIS ZOS.

    You must be on a low-level character.
    The gold will be easy to replace, so will the gear.
    You must have done something, and you may not realize it, but I doubt anything is broken.

    on a Vet 14... so.... ya dropped endgame gear that you have to repair because its a *** to get in the first place. I have 4 of these.
    I play every class in every situation. I love them all.

    There is combat in towns that's unrelated to the justice system, you know. There are multiple quests in all 3 alliances where you have to fight someone in a town. Heck, in some towns you can end up fighting mobs that are entirely unrelated to any quests (I'm looking at you Stormhold, with your crocodiles lurking and ready to attack the unwary).
    'tis true. Most of these are out of the way of others and therefore not really an issue (such as in back alleys, on the river, etc), but the assassin near the castle in Daggerfall I think is the worst.

    True enough, but that's not what I was responding to. The OP said he has was doing testing on his templar and had to be able to cast in towns without fear of random attacks from guards. That's very different to engaging in essential combat as part of a quest.

    True enough, but that's not what I was responding to. The OP said he has was doing testing on his templar and had to be able to cast in towns without fear of random attacks from guards. That's very different to engaging in essential combat as part of a quest.
    Maybe so, but you asked "What need is there to cast in towns?" as if it was a rhetorical question and there was no possible need to cast in towns. My point is that there are definitely good reasons to cast in towns.

    Frankly, the people most likely to need to cast healing spells during those in-town combat encounters are brand new players (anyone with experience probably won't need to heal during those combats - although they might get in trouble if they use an AOE and don't have the toggle set to not attack innocents). They're also the people least likely to consider that their heals might affect another random player too. They're even less likely to think that if their heals affect another player it could give them a bounty. They're also the people who are least likely to have the gold to easily pay the bounty. They're also the people most likely to decide to quit the game if something like this happens, because it will be a sour early impression of the game as being unfair.

    100% this happenes cause u healed a criminal..i'm sick of it already,every time i get to town,or even in the wild ,some player passes by and spells u with whatever he has, also in shrines all the time,usually it's this yellow speed spell that makes u way too fast .
    did i ask u for that ? no.
    do i want your favor ? no.
    i hope zenimax will somehow stop this in the future.in the meantime i hope u all will get bounty till u learn!

    When I'm in town I act like I do in the real world in a sketchy neighborhood; if I see someone running, I step aside, if I hear a fight or ruckus, I cross the street, if I hear "Hey! Keep your hands off my stuff! Thief!!!" I turn and walk in the other direction.

    Nope, not a rhetorical question about casting in towns generally, but one in direct response to his point about needing to cast in town when testing his templar. "Why do you have to? What need is there to cast in towns?" related specifically to his point "I'm doing testing on my templar, I have to be able to cast in towns". There's no need for him to cast in towns in order to test his templar.

    Hopefully that's clear now!

    i've just got attacked by an elden root guard and didn't steal anything. I was talking to the Stable guy and left then a guard was attacking someone else when he killed me.

    Is this normal or a bug?

    Yes, it's because they didn't like your appearance. It's completely normal. Hint: If you disable "Hide Helmet" option, it might help, since they won't be able to see your face. However, they might still be repulsed by your smell and react similarly. Just pay attention.
