@ZOS, Why is there a cool down on Toppling Charge? This question is still unanswered.

So, you've come all the way back around from Eric saying it was a bug, to @ZOS_GaryA saying he didn't know why it existed to now saying it is working as intended. Which, btw, took way longer and was more excruciating to have answered than previous answers from @ZOS. It still makes no sense for this ability to have a cool down when the other similar abilities do not. Is it a "botting" fix or perhaps a bias towards Templars? Maybe, it's there because it's the only Magicka based charge, idk, but it needs to be removed. It defies logic, reason and rational thought. Ignoring this question or providing non-answers only makes things worse. Will you please just own up to it?

I agree, either add a cooldown to the weapon-based gap closers or remove the one from this ability. Fair is fair.

Tbh if they add cooldown to every ability, they might resolve the PVP mess with the macroing and the animation cancellation.

Focused charge needs 2 things, GCD removed and a stamina morph added. Until then it's useless.

Gonna quote myself here. Silly thing to do but it has all the background information on this issue. Look at some of the dates on that text search.
When you search for "toppling charge," and you get this:

You know you have a problem. Even the french know its bugged.

    Recent Poll.

Screenshot of section in Patch notes calling it a "post global cooldown."

Link to ESO Live on 02/13/2015 where Eric Wrobel says its a "bug" and they are going to fix it. @59m35s
    https://www.youtube.com/watch?v=KSjxZZTS1Uw#t=59m35s

Eric: "That's just a bug, and we're looking into getting it fixed"
    Gina: "Done!"
Templars who actually play the game: "Nope! Still broken."

I wonder what the moderators think when they read this. Forum moderators are not developers. I know they have to take action if we let our frustration get the better of us but I wonder what they think of the developers and their ability to go home every night knowing the poor state of this game. Knowing that their game is broken, has been broken, in many ways, since launch.

And when they leave the office and come home to their families, who ask "how was work." how do they answer?

"Work was good. I am working for a company that released a game half-baked and its still half-baked but my managers wont let me fix it because all my time is taken working on console development and management won't give me the time or resources to fix game breaking bugs that have been frustrating existing players since launch. That's how work was."

As it stands there is no reason whatsoever to use toppling charge over weapon alternatives. This especially pisses me of considering i prefer to dual wield.
End the tedious inventory management game.

After over a year-- seriously, over a year!-- of trying to get answers, during which we had to scratch and claw for literally months just to get the problem even acknowledge, then several more months of promises and attempts to fix it, then several more months of waiting for Eric's team to remove the 'bug' that he said was removed, to now facing a complete reversal and claims that it was always 'working as intended', I think the very least we can ask for is a simple answer:

Why does the Templar charge need a GCD, when no other ones do?
Templars are 'just slower... by design'
Yes, Gina actually said that (at least regarding Rushed Ceremony) right here:

It doesn't need a GCD. When ever ZOS discovers an unintended consequence in their programming, (like animation canceling) they pretend it was intended and tout it as a "feature" so as to appear competent.

They either cant, or wont invest the time to fix this issue so they pretend its intended.

Not sure if you are talking about PvP @pecheckler but I've had so much success with Quick Cloak and Flying Blade for chasing down runners that I dropped a gap-closer from my bars completely.

Never tried it in PvE, though.

Agree on every word in this thread WHY DO TOPPLING CHARGE HAVE GCD WHEN OTHER GAP CLOSERS DO NOT
