Ok, I'll concede, but not to 99%.
Just remember that if the only time someone has a chance to play is between 6pm and 10pm and all they ever get is lag then that represents 100% to them.
If you only play at off hours then you'll have a lag free environment most of the time.
I recently had some time off from work and I could play at night and in the morning with little to no issues, but I could literally tell when "the kids got home from school" because the lag would start creeping in.

I reckon if there were friendly fire, that oughta clear up right quick, but then people would exploit it by creating saboteur characters.
This is the majority of PvP in the game though. There are not that many small skirmishes which is something that an arena style would help to achieve. I love the large scale battles, but this is where the lag starts to come in.Realistically the lag isn't as often as the forums make it out to be. At least in my experiences anyways.
The real problem persists when you get multiple organized groups of players fighting at a keep. I've been in battles where our group and the opposite faction group had stood on flags spamming ultimates and AoEs where no one takes any damage for 5-10 even 15 minutes. When the server finally catches up one group starts taking damage and usually wipes. More often than not these "lag battles" cause lag all throughout the map, even if you're off in a corner on your own picking flowers.
We all know this is an issue, anyone that runs in organized PvP groups knows it is. As much as all of us would like for it to not happen, it does. Its not intentional on any parties behalf its just the way it happens. We'd all like for it to not happen so we can actually battle the way we all want to.
Yet I digress - even though we all know it happens, ZoS knows it happens, apparently there is no actual way for them to fix it. Players could fix it by not engaging in these keep takes but losing a keep is sometimes not an option - nor is missing out on the AP involved.
