That would be a campaign exclusive for solo burst builds. Since playing around allies will be a handicap with collision, friendly fire and ESO's slugging targeting system combined with player LoS.
Would mainly be populated by dodge-bots in sneak and few sorcerers. Builds with hard hitting single target nukes, mobility, escapes and ability to dodge past player collision without stamina issues.
I rather have duels or arena, for small scale PvP. Half-empty campaigns where people cant find the enemy, because everyone sitting in sneak waiting for something to jump, it sounds like a waste of server capacity.

I can see where your coming, by removing the player LoS it may make it a little better. That being said this system allows a few things to happen that I do think your missing.
-Highly skilled/organized players may take on mindless zergs, By creating a deadly vendiagram you can aoe effectively without hurting teamates.
-larger the zerg more chance it has to eat itself.
-less aoe = less lag look at lowbie server.
