Can I disable server-side keybindings and use local only?

Every time I switch between playing on my desktop and laptop I have to rebind 4 keys on each character. This is very inconvenient. How can I have keybindings saved locally on each PC and not remembered server-side? I'm willing to use an add-on to accomplish this if that works.

Do you use different key bindings on your laptop than on your desktop?
People stopped making keybinding mods back when ZOS stopped resetting our keybindings on each patch. So, not sure if anyone has updated anything you can use.Enjoy the game, life is what you really want to be worried about.

Yes, that is the problem. Different mouse with different bindings and different keys for many things which are function keys on my desktop but not on my laptop.
I've had no luck searching for add-ons to accomplish this with minion.
