I got fed up, and reformatted my entire machine. Now, i NEVER have a problem with ESO except when 100 of us rush into an occupied keep at the same time and stack flags (along with the enemy).
The only other thing I've seen make a HUGE difference is turning off the grass. Turning off grass for PVP makes a HUGE HUGE performance difference too.
This isn't a FPS issue tho, it's a ping rating issue. Two entirely different things.
