Question about when snapshot is taken for Account Transfer to console

I've been trying to find specific info on the account transfer to console feature. While reading through old threads I found this:

Does this mean the snapshot (character level, progress, inventory, etc) happens when you make the transfer purchase. That doesn't make sense since we have to purchase by May 9th and will continue to play until June 9th. Shouldn't the snapshot happen on June 9th?
