My experience with FFXI since '05 and FFXIV since '10 tells me neither your assertion about 'ping' nor that use of English by Asians (generally Japanese but also others) are correct. You want business? Think about the market. Asia, the biggest continent who got so many people playing games. Chinese, Japanese, Koreans, Filipinos, Indians, Malaysians, Singaporeans, and so much more.
Asian players no matter how good they are simply can't be competitive because of high latency/ping. Same thing applies for Australians. That is the main reason they are hesitant to play this game. However, theres still a great number of players from Asia & Australia playing in the US server.
Asia got so many languages, but no worries, they can understand English perfectly. All you have to do is make another server for them.
Millions are waiting!

I play on FFXI Japanese servers without any problems, have done for 10 years, and while I do play on FFXIV 'NA' servers I also have characters on the JP farm and again, no problems.
As for English, large numbers of Japanese don't want to use English because while they may speak it a bit they're not fluent and often don't want to embarrass themselves: no, I'm NOT being racist I'm telling you what a few JP players in the FF Linkshells ('guilds') I'm in tell me.
I have no reason to think players in other 'Asian' countries are much different.
I'm not arguing there should be an 'Asian' server farm .. there won't be, believe me, there won't be enough PS4 players to justify it .. but your arguments in favour don't match the reality I've seen playing MMOs where significant numbers of 'Asian' players can be found .. and I haven't even mentioned Lineage yet ...
At a time of chaos and turmoil, children from all across tamriel have been taken by an evil Argonian Thieves guild. They were raised in captivity, forced to learn their captors evil ways and endured the harsh environment of Black Marsh. The intentions of the evil guild is still unknown till this day.
Amisdt the events surrounding the formation of the Ebonheart Pact, a brave few has escaped their captors and ran off as far away as they can, eventually landing on the shores of khenarthi's roost.
Armed with the skills and the scars they have endured during their captivity, these brothers and sisters in chains has vowed revenge on their Argonian captors and their allies.
They kept the names branded to them by the evil reptiles as a reminder of all the pain and torment they have suffered, and have joined the Aldmeri Dominion as a means to an end... Paint Tamriel with Argonian blood.

I need to point out. As an "asia player":
1. Latency from (direct hard line in) China, averages 200-400 ping. In pvp this can jump to 999+.
2. There are many asian countries that choke or restrict bandwith. Routing through Asia, you wouldn't notice this.
3. Now that ESO is B2P. The market is wide open.
TagaParti should be hired for his strategic sense...

I'm in England and I play on FFXI servers in Japan (that's where all game servers are) without any problems, have done for 10 years, and while I do play on FFXIV 'NA' servers I also have characters on the JP farm and again, no problems.
My Internet route to Japan goes across to NA then on to Japan, clearly Asian players route to America is noticeably less than mine so they'd have even less problems than I theoretically may have.

Connecting to NA server from south-east Asia, my ping rarely exceeds 250-300ms, even in PVP.
While I do understand the request, I don't think the total amount of players justify another server farm. It may open up a market but personally I wouldn't use it because my friends/acquaintances are mainly in NA.
Also, I believe that any claims regarding a potential market should be based on a market study, not guesswork.
I'm originally from EU but I've always played NA servers, any game.

And given the tiny population of AU/NZ and the ridiculousness of our telecom companies here, it simply makes no sense to put a server here unless ESO has WoW-level population.

Auckland->Sydney->Guam->Manilla->Singapore, Sydney->Guam->Manilla->Singapore, and Perth->Singapore. Never touches US mainland, not even close.
