you can ignore people in chat, or just turn chat off, so exactly what is the issue you have with a text chat?
You can ignore chat on PC in Neverwinter, too.
To my great dismay, you can't ignore it on Xbox.
To the real point, on PC the game only supports keyboard chat. This prime function forces players to use this feature, which is standard on PC's, and thus it's something we all rely on. When, or better if, voice chat is every put into the PC, it will be a back-end and only used to a limited degree, and thus when a console convert switches over, they will find the voice system lacking and underused according to how they see it.
In the consoles, the prime function forces players to use voice chat, which is standard on consoles, and thus is something they will rely on. If a keyboard is added, it will see little use by dedicated console gamers, and those PC converts will feel it's a broken function or needs 'buffed'.
DCUO or FF are two examples for PS users, but on Xbox the PC migrants are already complaining about the Neverwinter keyboard chat not being a big enough focus and groups not forming in the traditional way. Traditional console gamers are playing how they know, and converts aren't happy with this focus on voice chat and ignoring the zone chat spam.
The moral of the story? By adding keyboard chat, which is a useful function and I'm not particularly against as long as I have the option to turn it off completely (and the chat box, just like on PC), the developers would be helping split the community further between the PC players and the Console players. By limiting it to voice only, not only are they avoiding the issue of making the text large enough to be read from across the room by players who are not sitting two feet from the TV/Monitor, but they are in essence forcing ALL players to unite and communicate in the same way.
Maybe not the best reasoning, but it's the one I understand.
The voice chat works really, really well. If they do add keyboard chat, I hope they do it through a compantion app on smarphones, or at best, it's off by default (just like voice chat is ON by default). Options are nice. Just don't make us have to have it up because it's definitely not necessary.

There have to be a text chat. Even if its just a basic one.

I'm pretty sure all PS4 owners receive an earpiece with their PS4. But even so, no text chat all ALL is kind of a strange design decision.

So the streets of Daggerfall will be filled with a bunch of mutes. Every person you see might well not even be there.
You won't be able to ask in zone chat for help with a dolmen or zone boss. You won't be able to even say "hi" or "thanks for the help" or "nice gear". Just thousands of people staring blankly at each other.
No thanks. I hope for the long term health of this game they figure out a way to include chat.

They said 'we're thinking about it' in beta, too.
What else did they promise in beta that we haven't gotten yet? I'm confused on that. Seems like a lot of stuff was 'we're considering it', like a barber shop and whatnot.
Of course we both know how it goes on the forums. If a lowly community rep ever says 'it might be', that makes it a bold-faced legal document, right? Hahaha ... those forum warriors are so funny sometimes, aren't they?

they told us OVER and OVER again and promised they would have Imperial city (you know, the BIG, MAJOR thing they were promoting all throughout beta), the thieves guild, and dark brotherhood (you know, two major guilds that have been in nearly every TES in some way shape or form) right before launch, then they stated during launch, then finally said they would 100%, have it very soon after the launch of the game, at the latest update 3 would have them all..............it has been a YEAR since then.
the same thing happened to the justice system, which was supposed to be released at the same time as the two guilds above, and would have a big PVP aspect to it, with players guards and all.........they then gutted it to its present state.......

I didnt' see any promises. I did see a lot of 'maybes' and 'were working on it' and 'were trying to have it in the same area'. I heard a lot of that marketing mumbo jumbo too on the live streams.
They did say we'd have a justice system, thieves guild and dark brotherhood. But they didn't say when. And we got part of the justice system. And a new zone. And a plethora of bug-fixes, reworking of many of the skill lines, rebalancing of the stamina/magicka attributes, etc.
It's not a lot of content in a year. I ain't gonna argue that. But there were things done. And consoles look damn good, so that's something else.
I'm defintely looking forward to some new guilds. New zones. And plenty of new motiffs, costumes, etc. But I am personally most looking forward to housing. The rest is all fluff.

Final fantasy does an excellent job on Ps4,it even has crossplay which i hoped ESO would have (but i understand it isnt that easy when tis realeased both on ps4 and Xb1 so its not a huge problem, would just be something amazing to have ) And it supports text chat,so does every other console mmo.

then you are sadly being the very person ZOS wants, someone who accepts all their desicions and lies so they can get away scot free.
They outright PROMISED these things soon after beta ended, we never got them, a word was never said about them after that by any devs. do you HONESTLY think they would have promoted Imperial city as much if they did not expect it to be in game for a long time?
housing is NOT coming, not for a VERY long time, whether you like it or not, not unless they want to REALLY anger the people who have been waiting patiently since launch for things that were promised
