✭I am a fan of Dringoth, personally. He's got some great lines while you are trying to put his skeleton back together.
But as a one off, there is a random Nord that I came across in Deshaan, who when you speak to him says, "That isn't normal mushroom behavior! I disapprove!"
He just says it with such fervor. It's great.6 -

✭✭Would be cool if NPCs in ESO reacted to emotes. There was a guard in WoW in one of the alliance newb zones that would laugh hysterically when you targeted him and /flex. Funny as hell.1 -

But agreed, there is a lot of funny dialouge in the game, from Cadwell to Sheogorath, from random partigoers in Windhelm to all the sugared up kitties, from wandering guards to the fighting quibs of dark seducers...1 -
