I think the mages in this game, (in game world, not players)compared to the other Elder Scrolls games, rely too much on the enchantment on their staves and not from their own magicka reserves. I wanna see my sorcerer casting ice from his hands, not my damn walking stick :<

Pretty sure they have ALWAYS been trying to get mages to use staffs more in the elder scrolls games, at least since since morrowind. They just have never been able to make it worth while.
as for the OP, um.....NO, it not only does not fit with how magic has always worked in game, but it also does not fit with how it works in LORE either.
