I can't see them getting rid of racials, nor would I want them to. I actually enjoy the added element of customization in the numbers when creating a character.
I also can't see them throwing all racial effects into a pool and letting people pick. That would just be mental. You'd get 3 or 4 cookie cutters that everyone would use and 90% of the effort would be wasted.
The point of the racials being the way they are is to diversify race selections. Each faction was balanced to have a good magic race, a good melee race, and some other hybrid or a mutant 90's Godzilla swim factor that is supposedly useful in any way. Aside from the travesty that is Argonian racial balance, the current system is actually pretty sweet.
I'm not a fan of having to pick a specific race to get the most out of a class. I don't agree that any race can be as good as any other at any particular class. Some of the racial passives are far superior to others. But I digress, I'm not here to argue about that. 1 of the 2 following ideas would be a better way to "play as you want". Leaving the race you pick a purely cosmetic choice. Yes, I know they're adding Race change to the crown store...eventually. But this still is a better way to do it.
Idea A
1. Change the name of the skill line from Racial to "Maturation"
2. Make all the former racial passives available to all characters in the newly named skill line
3. You only get to pick 4 of them at a time though to max out as you level up with the final point still being available at Level 50/VR 1
Idea B
1. Get rid of the Racial Passives Skill line altogether and add all the passives to the Constellations for Champion Point distribution.

The racial choices people made over a year ago are so far removed from the realities of the current bonuses they are receiving that it renders their choice practically meaningless.
It is more offensive to me to allow someone to change their race than simply changing their passives. Does it bother you that there could be a Khajiit or Argonian with Imperial passives? It would bother me more if I saw an Imperial running around with an obviously Argonian sounding name.
