I already paid for the xbox transfer, but there was a note saying that duplication won't be immediately.
Now I find they are offering the spotted leopard mount. Will this transfer over if I buy it? Or is it too late?

I know crowns don't transfer that's why it would be helpful to know when it is - So I can spend them all.

You'll get a seperate email with instructions on how to initiate the transfer. When you initiate it, that's when it will start.
Right now just play and enjoy until around the week of June 9th-PC (PTS)/Xbox One: NewBlacksmurf

Remember you get the crowns when it renews so you'll have plenty of time to use them UNLESS you have more than you need now :-). I really don't think this will be too much earlier than June so that PPP don't feel like they have to stop playing on PC. The support pages read like it'll be "in time" but sounds like not too early.
I'm thinking I'll let my sub renew once more just to ensure I have some left on PC for a rainy day.

Moonscythe✭✭✭✭✭My understanding is that everything you have at the moment of copying will transfer with the exception of unspent crowns so any crowns you now have should be spent first. We have been told that it will not happen without warning however so there is time before June to plan your use of crowns. I'm saving mine for the time being.Scura di Notte - Altmer Nightblade (gear)

Given history I wouldn't suggest you assume anything until ZOS say it .. and even then don't believe it till it happens, several things they've said will or won't happen, never did happen or did happen.
