Should PvP part of Justice System include pickpocketing other players?

Yes, but only if player being pickpocketed is flagged as Enforcer and not AFK.
I would say if the player is an enforcer and not AFK - but 3 added things:
    - You must currently be flagged as "on duty" as an enforcer (basically PvP flagged)
    - There has to be a limit to how much gold can be stolen
    - Once you have been pickpocketed you cannot be pickpocketed again within a certain amount of time.

Only as long as I (the victim) am not forced to participate in it one way or another. It should cost me nothing, require to response from me whatsoever, and do absolutely nothing to affect my gameplay. If I choose to participate then fine.

I can understand your points, but if it costs you nothing, if there is no risk at all, then sorry, that would bore me to death.

Its like when you are in PvP and you wipe a enemy raid, some of your warriors have fallen, you res them, and you feel proud of your people, cos it cost you.

Basically victories require loss to mean something, if its easy, then its worth nothing.

In the PvP part of Justice, which personally I cannot wait, dying to take people out, but only if they are of a certain nefarious rank, or however they implement it, and not AFK, so basically they know the risks, and its better for the hunted and the hunter to have something to lose, their lives, and maybe some randomly generated gold, or low level items, or something.

Without that, it would become so boring.

    Again IMO

I don't actually see how it would work anyway, but I would only say Yes if it was randomly-generated items that were not in the player's inventory, in which case it would be pointless anyway because you can pickpocket NPCs for that stuff.

That is why I can't support to pickpocket for standard NPC-loot. The reward should worth equal to the possible punishment.

And the possibility to opt out from this system shouldn't be allowed. There is no point in it if I could turn on JS when going to a stealing run, and when finished, and went to a public place full of players (some of them surely criminals) just turn out the system to "defend" myself from the robbers. Bah, irreal, unfair and lacks of immersion.

I have never played a game that had things like equipment loss. I do not play games to feel this kind of disappointment. Again, that is a personal choice.

There was a game (maybe Lineage?), in when killed (also by mobs), lost items.

Mixed feelings. It's definitely an interesting concept, but I don't think the player should lose any of their gold but the thief should definitely get something. Also if this were a feature, I imagine most people, like myself, would put all of their gold into their bank anyways.

    Hey, guys, I'm the OP.

Judging by the results so far coming out of this poll, I note two needs for the PvP part of the Justice System (if that happens)...

1: Pickpocketing loot from players will be fluff that is system generated.
2: You can opt in or opt out at any time.

    Did I get that right?

Neither of those could I agree ;)

Did you see what I voted for? I voted to allow it to happen if someone chooses to participate. What I don't want to happen is having to deal with the irritation of trying to my basic banking, crafting etc done in town while being consistently annoyed by people "picking my pocket." If someone wants to check a toggle, or put on a tabard or something that says, "Hey! Rob me! I wanna play!" then more power to them.

Just leave me alone. Participating in the justice system should be like PVP. If you don't want to, you don't have to.

The amount of griefing by stealing hard earned gold, gear, and items is too much to risk allowing players to rob other players.
