Because you can already buy motifs with in-game gold from other players. What you're asking would completely kill the motif selling economy immediately.

I didn’t think it was a bad idea.
My thinking was along these lines:
1. I’ve been playing for a year, and have only found one rare motif. I check containers on all three of my toons to keep my provisioner stocked. The RNG gods hate me.
2. When I find motifs at guild traders, the prices have been silly.
3. The cash they want in Crowns also makes me blink, but hell, I might do it.
4. I play 3 toons. My crafting is mostly maxed, and I sell loot. So I have some cash set aside. It would be nice if ZOS would accept gold or crowns for things like motifs, because that would set sort of a market cap, and guild kiosks would likely have them for less. Win Win for me, the consumer. Sellers still get nice coin for their spares.

I can see the idea doesn’t seem to be flying, though. Oh well. Now I just have to decide.
