Starting at the top of those stairs, I used Stampede II on that corpse while it was alive at the bottom of the stairs. It was fighting with my helper npc.
As I reached the bottom of the stairs, my character dropped through the boat to the inside of it. You can't leave once you're inside. Forced to teleport to a Wayshrine.

Happened to me when i did ferocious leap to the bottom of some stairs trying to kill some Lamia. I went through the ground and ended up in some water. I also ended up having to teleport to a Wayshrine once i stopped floating down river or whatever it was taking me. lol
