About weapon and combat system

I'm level 17 now but am wondering about these few things:

1) Is there a bonus if I put a corresponding weapon skill on that weapon's hotbar? I'm a Sorc and I'm using destro/restro staff as my 2 weapons. I mix and match the skills from the two weapons on both hotbars. Am I gimping myself?

2) Block. Does it work against magical damage or just physical damage? Also do people actually Block outside of stopping telegrahed attacks? I'm curious because rather than blocking, I usually spam Light Attack.

3) Is there a way "examine" or mouseover a person's buff/debuff (for both allies & enemies). Sometimes I see a few icons/glowing indicators but I have no idea what means what.

1.) U can only USE the Weapon Skills with in combination with the right weapon
2.) Yes it does.
3.) Nope, later in Game you will recognize the Icons.

1. You can't activate a weapon skill without the weapon equipped.
2. You can hold down block the whole time while using weapon/class-skills and only doing a light attack every 8 seconds to keep the ultimate generation ticking.
3. The add-on Foundry Tactical Combat (FTC) will put buff/debuff icons on your own and your target's frame, and the add-on Srendarr (or something almost like that) will have your own buffs appear with a timer (bar) and full name. I don't know if it will also do this for target.
