Yeah, those travel times are LONG, even if you're like me with 60% speed and rapid maneuver, it'll take a few minutes to get from keep to keep. You get logged out after about 15 minutes of inactivity anyways.only 15 minutes? I can actually be trying to PvP and i wont find people in 15 minutes:/

If my faction is pop locked and there are only 15 (!) players bothering to defend the last home keep, then there is something seriously wrong.
Those blocking the PvP players from entering the region while refusing to take part in the designated purpose of the map are griefing, as simple as that. Griefing is a banable offense.

I understand your point, but that does not change the issue. It is beyond frustrating to see ones own faction being pop locked and nonetheless incapable of fielding anything even remotely sufficient to fight the enemy hordes.
Hence the point: you go to cyrodiil to take part in the game there and the only way to remove the problem is to make any and all other incentives there disappear.
Come, join EP EU on Azura and watch yourself. That's all I can say.

I changed my mind. Since you are so adamant that the pop indicators are correct, the only explanation left is that half to three quarters of the population playing on EP Azura EU is doing dolmens or ERPing in some far out corner. Get rid of them. Remove any and all PvE content from Cyrodiil that may interest a PvE player in coming to that map for any purpose other than PvP. Also, remove all Skill Points from alliance ranks and make all Alliance Warfare skills only work in Cyrodiil. Remove all Skyshards, Quests, Delves, Dolmens, Achievements, Stories, POIs or whatever has nothing to do with the purpose of this map (and that I hope is PvP).
Alternatively and preferrable from my point of view is kick and ban every player that does not attack an opposing faction player within 15 minutes. That would also get rid of those just idling in keeps for dee ticks.
Yes, I'm slightly miffed at the game right now, but this opinion stands irrespective of my mental state. Do something.

PvPers are "forced" to PvE which they don't want, in order to get to the stuff they do.
PvEers go through a lovely and deailed series of quests - and their "reward" is something they don't like.

Is there a way to have exciting battle-y stuff that either combines or surpasses both of these choices? I admit, looking at the intro video, I never pictured a grind of repeatable "kill other PC" quests. I pictured working with folks from other races/cultures to fight a common enemy.
But even the dolmens (according to recent discussions) are places to plan ambushes - not places to fight Oblivion-spawn.

I don't think that it's reasonable to call ignoring someone (or something) by turning your attention elsewhere "griefing". That dose not make sense to me.
I understand that there are serious imbalance problems in some of the AvAvA play - but I also understood that the map will reset itself after each campaign.
IF groups of folks were somehow magicically deliberately occuping major "population limits" in a particular faction in a particular campaign - then I think you would have a case. That does not seem to be what is happening. It's just not as many wanting to play "a certain way" as you would like. That does sound frustrating.
