I know this is not your area, but be the champion of this because solving PvP problems is. All the things you have suggested or brought out are not having an affect, because guilds will always travel in large groups, and for that matter, like on Thornblade, PUG's run in 'rangerX' (x being the variable for multiple groups).
This change does so much for the game too. Far to long casters have had advantage by permablock, and melee (stamina form) cant even do normal attacks with a shield block up. The effect for lag issue is it will stop the spammers by forcing a choice, do I defend on the flag point, or do I attack. NO MORE METEOR LOCKUP SPAMS since they have lost their ability to not take damage from block.
Is this a troll thread? I think getting rid of grp damage shields and healing springs would spread ppl out.... when you really think about it those are the entire reasons ppl stack and can take ridiculous amounts of damage due to it.
