My ongoing support ticket had a recent response.
The devs have isolated a 32 bit 2gig memory issue. Since 1.6 the memory that ESO is using goes above the 2gig limit which exists on 32 bit operating systems. Once the game allocate above 2gig, crash happens.

I've had success by running the .Net installer which matches your installed version (check your installed programs as if you were going to remove a program-- your .Net version should be listed as Microsoft .Net Framework 3.5 or 4.0 or something like that) and then selecting repair.
I am running .Net 4.0, so I got the 4.0 installer from Microsoft. You can just google for your version and select the correct package. When you run it, there will be an option for repair once the program detects you already have that version installed. For me, with a GTX 970 running the GeForce Experience software, running a repair on my .Net 4.0 client has caused the crashes to stop altogether.
I was having most of my crashes in cities and especially when opening or closing crafting tables and banks but that may be because I was nervous to offer my services in any group capacity while crashing every 10 minutes. Straight to the error reporter, no error code.
Your mileage may vary. No two systems are alike, tho I have seen similarities to my own issues in a majority of people whose systems share certain characteristics as my own (GTX hardware, using GeForce Experience software).

You make a good point, but the only issue is, how do we know which version of .Net /Java / Microsoft Visual C++ / Flash that ESO is utilizing? Most people have multiple version installations for all these assets.
2 things I would like to know from ESO Support:
1) Can I uninstall all my previous versions of .Net /Java / Microsoft Visual C++ / Flash , re-install only the latest versions, then re-install the game? And is it possible to stop the ESO installer from installing older versions during the setup?
2) Can I just re-install all the latest versions of .Net /Java / Microsoft Visual C++ / Flash after the ESO installation is finished, and will it still work?
Gong the wrong direction. ESO doesn't require .NET at all. It's not listed in the system requirements for the game. I don't run install of .NET at all on my system and before 1.6.5, my ESO ran fine, no crash repoter errors.
Yep, I've been having this issue since 1.6 too (crash with error reporter popping up). Before 1.6 i didn't have a single crash or issue (apart from some latency, but that affects everyone).
The amount of times this has happened in a months time is overwhelming to say the least. I only play 2h at a time and i get at least 1 guaranteed crash during that session. It mainly happens in the following scenarios:
Wayshrine travel/respawn (especially in cyrodiil)
Crafting bench usage
Cyrodiil pvp, not even large fights, it's random and unpredictable. I can run in massive 3-way zergs for an hour just fine, but crash in a small 2 vs 2 fight, or other way around.
General pve seems fine, interacting with npcs or killing stuff doesn't seem to cause any problems.
I've contacted support with required info and files and even some more custom logs I've gathered myself, but as you can imagine, the response i got was a generic copy-paste "it's not our issue, but yours, now **** off" type of response.
I know it's not my hardware, nothing was ever changed on my end when this occured, but however the 1.6 patch started it all off. I've tried numerous fixes starting from settings changes, complete setting reset by deleting them, client reinstall, OS reinstall, registry tweaks, large memory allocation to use more than 2gb ram, running with/without addons, running admin mode, normal mode, closing launcher, not using launcher - nothing, nada, nay, no luck whatsoever.
I know it's not my hardware, it runs perfectly fine and i know that. As a professional programmer and PC builder i know when hardware is faulty and it's not. Neither is it underpowered.
Running:
i7 4790k,
MSI GTX 970 both with custom watercooling,
16gb DDR3 1600Mhz,
2x 256GB Samsung EVO 840 SSD's,
Gigabyte Z97 UD5 mobo and many other things, but they are irrelevant in this case.
I have enough horsepower to run ESO just fine so hardware plays no part in the issue, however bad utilization of it - very likely. But sadly that's out of my hands to fix.
However, whatever they did after 1.6 totally broke it for me, and the launch of TU made the problems even worse, by crashing even more often.
I've tried every possible fix there is, that i can perform on my end and have come to the conclusion that it is out of my hands. Until ZOS fixes the buggy mess, it will never go away. This problem is unique only to ESO, no other game, program or app has any issues whatsoever. (Except for their own bugs)...
So, I've just given up hope. Luckily i play only an hour or two daily so i don't feel it as much, but if i was a hardcore gamer who played 10h straight, I'd probably be smashing the keyboard and desk in rage by now.

Thanks for getting back to me. To be precise, the issue is the game getting too close the 32-bit Windows 2GB memory limit. Once it attempts to allocate memory over that, it crashes. That's why the issue isn't occurring on 64-bit systems, despite the program being 32-bit itself.
We're working on lowering memory usage, as well as looking into other potential workarounds. As soon as they get a thumbs up, I'll reach out to you with them to give them a try.

This is specifically related to my ongoing issue and may not be yours. However if since 1.6.5 you've been have crash issues, it may very well be this memory issue introduced by ZOS.

There isn't a direct solution that the end user can apply. The developers are supposedly still working on a fix. The last two patch notes have the Mac memory issues fix attempts, not seeing PC fixes yet.
If don't want to wait, you can install a 64bit OS like Windows 7 64bit. That supposedly removes the 2gig gaming memory barrier because it breaks the Windows 32bit 4gig memory cap. 64 bit OS don't have a memory cap.
