Weapon set switching.

I just started playing ESO a few days ago, and hit level 15 today, but for some reason i can't use my second weapon set. When I mouse over the symbol on my action bar and in my character screen, the message "Cannot weapon swap in your current state". How do I fix this?

What happens if you try using the keybind instead of the mouse to try to switch?0 -

I did the very same, i had nothing equipped there ...face palming at the table nearby0 -
Ignotus✭✭✭This happened to me just now. Thank you for the tip on equipping something. I just finished the fighters' guild questline. I had the prismatic sword or whatever it's called in my 2nd slot for ages. The quest unequipped the sword since it's part of the questline. So when I came out of the earth forge and was talking to Jofnir, I couldn't swap because the weapon was no longer equipped. I'm thinking they need a better error other than "cannot weapon swap in your current state". If it had said "you must equip a second weapon to weapon swap" then I'd have figured it out. It sounds stupid that they'd have to tell you to equip a 2nd weapon to swap to it, but in this case, it's easy to overlook. 0
