Of course it is! You go faster, travel more and so the bug occurs more frequently.
There is already a thread in here (don't find it at the moment) where someone posted detailed map positions where you can reproduce this bug over and over again. If this doesn't help the devs to find the bug... well, we are f****d.

Omggg the horses are causing server lag.
The solution is pretty easy... Remove all mounts from Cyrodiil and let's all walk! This way it may also reduce lag as by the time your groups arrives at the scene the fight is already over

I've found it that with Rapid Maneuvers up, it happens about the same amount of times as without it. However, while sprinting, the chance you will stop increases by a very large amount. I think it likely has a couple variables, including: Environment, speed, sprinting, (Possibly) server lag.
