If this didn't help, please give the following steps a shot. As this edits an important networking file on the computer, please ensure that you follow the steps precisely to avoid any issues.
- Open the Run menu by pressing the Windows key and R
- Type in the following command to the runbox: notepad c:\windows\system32\drivers\etc\hosts
- Once Notepad has opened the file, search for the line that contains the following information:
- ##.##.##.## launcher.bethesda.net
Please note that the # represents the numbers of the direct IP Address- Delete that entire line from the Hosts file
- Save the changes but do NOT use "Save As" because this will change the Hosts file's extension
Important: If the launcher.bethesda.net line is not there, do not edit anything else in this file.

What should I do if I receive a "PatchManifestError_DownloadFail" error message: “PatchManifestError_DownloadFail”?

This error occurs when the launcher cannot download a patch manifest file from our servers.
Players can try downloading the file at this link using their web browser: http://launcher.bethesda.net/Bethesda.net_Launcher/Bethesda.net_Launcher.patchmanifest
Once downloaded the file should be placed in the ProgramData folder of the launcher directory (by default, C:\Program Files (x86)\Zenimax Online\Launcher\ProgramData).
If they are able to download from the link above and still receive this error, or if they are not able to resolve the links above, but can access other internet sites, impacted players should contact customer support.
If the problem persists, players should attempt the following manipulations in this order:

I found that opening the launcher and closing it prematurely (before the manifest check/application data check) and then re-opening solves this issue for me
