Everything with mounts is becoming a downward spiral.
I would also love if the mounts went back to how they were before and didn't start at their max speed. I hate pressing A to move left and instead of my mount slowly turning like in the past it shoots off forwards.
I know there are a few who like this max speed at start change but I personally can't stand their sudden jolt forwards. *grumbles*

Unless you consider 77 ms a high ping response. That's not the cause. Please look at the detail on my screenshots above. Each one has my FPS and ping response when it happened. I'm not using WiFi and I'm practically sitting next to the NA megaserver in terms of hops. This would also explain why ZOS haven't been able to reproduce it and are asking questions: they just aren't getting the latency or packetloss or whatever it is.
Not sure how to test this, though - maybe a ping -t while riding, and see if high pingtimes are associated with stops...
Not that I can tell, but that doesn't mean anything. My ping times to Google are 55-65ms, to ZOS 65-85ms, but occasionally double or triple that. The larger times (packetloss) suggest I am getting collisions or packetloss on my wifi, but they do not synch to the horse stopping. That doesn't prove whether the stop-starting is due to the movement packets getting delayed for a second, but it's a possibility.
It's not happening much for me at the moment though, so that's not saying much. I have to ride about for five minutes to get one stop.
If you click the gear icon in the launcher, click "About", then click "Game consultant", you can run some tests. Down the bottom of the report.txt, it describes the packetloss. I'm suspecting that when we're experiencing this issue, we are also experiencing packetloss.

I too personally believe that it is network related as it happens far less at 07:00 than 19:00.
My pet theory is that the stopping is just hiding a rubber band effect as that would be even more annoying!

This is seriously all you have to do. Anyone playing the game knows this has been happening since 1.6....geesh. Does anyone read /feedback and /bug?
Even better, goto Cyrodiil and ride from keep to keep while sprinting (and stopping and stuttering). It will get OLD real fast.....
