Issues with ingame /help and crafting certification

Hi,
I was just going to post my issues with getting certified as a provisioner but I ran into another issue as well:
1) The /help function ingame only shows me the first knowledge base page, regardless if I klick on "Ask for Help", "Submit Bug", "provide Feedback" or "Ask Knowledge Base". I don't know if it's been reported already but I thought CS might wanna know this function is impaired at the moment.
2) I have an Aldmeri Dominion provisioner with Provisioning 50 but I can't seem to get certified. Neither do the crafting signs show any quests that would direct me to the certifier, nor does the certifier appear in Vukhel Guard's Mages Guild. It would be cool if someone could look into this and maybe open the quest for me.

Menelaos✭✭✭✭Yes I did and yes I did. The /bug showed a blank white screen a couple of times but then it worked....und Gallileo dreht sich doch!

Ysne58✭✭✭✭✭yes I know that filing /bugs can sometimes be a bit /buggy. I hope customer support gets back to you quickly, I have heard that they are backed up right now. If you still have the ticket number you might want to post it here.0

The crafting writs for consumables generally start by accepting the Handbill in VG, then heading to the associated trainer in the Mage's Guild. The handbill can be found right here:
As far as /help goes, which operating system/version are you playing the game on (eg: Windows 7, OSX Yosemite, etc)?

thanks for the fast reply. Said handbills are not available for my provisioner, nor is the certifying dude in the Mages Guild.
I play on EU server on a Windows 7 thingie.
The ticket number is 150327-000580.

✭✭✭✭I had a character with the same problem - I got her to 6th level, but the woodworker/ smithing/ clothier side of it is still not working. Two tickets in. Haven't heard a thing.Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.
Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.
Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.***Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis0
