[Bug] Covenant's Restoration Staff 3 Item Set Bonus NOT WORKING

Hi, the Covenant's Restoration Staff 3 set bonus giving 4% max magkica is NOT working. Instead of giving me 4% of my magicka (which would around 1400) it's giving me 40 extra magicka. That's right, 40. Two set is working fine but 3 item set is not giving the bonus to max magicka. Please fix this ASAP as a I spent a lot of AP to get these items and a lot of gold to upgrade the staff to legendary and it's useless right now. Full set

Without Resto Staff - 34812 Magicka

With Restro Staff - 35405 Magicka

That's a difference of 593 Magicka, which is close to 1.69% Max Magicka increase. Bare naked with 26k magicka the set grant even less in case you were thinking it goes off "base" magicka. Even then my magicka pool is 26k of which 4% would be 1040. Please fix ASAP. Thanks. @ZOS_GaryA

Looks like you are weapon swapping with them. Do you have abilities on your bar that would be affecting your stats? I see a lot of other stats changing in the screenshots.

The staff you had before adding the gold Covenent resto staff what was it? Infused? It might have more magical. Did you change anything else?
Cause your spell damage, phys resist, magic regen...there's a lot that is changing not just the max magical and likely the old staff wasn't "defending" ?

As I stated I’m using a Destruction Staff on my DPS bar (Torugs Pact) and the Covenant’s Resto staff on my heals/dmg shield bar. Of course as I swap weapons some of my other stats will change, that however is irrelevant. Skills on my bar that give Max Magicka (Mage’s Guild abilities) are the exact same, all other stats in this instance aren’t important, it’s the Max Magicka stat this is important, morever the 3 item bonus that isn’t being applied to my max magicka. Previous equipment is also irrelevant, I logged multiple times to make sure it wasn’t a UI problem and as I stated I took off ALL MY GEAR save the two rings, the resto staff, and my destro staff. The bonus was even less ~1.2% max magicka by my calculations.
