Something iffy with stealth movement speed

So I have an NB with Night's Silence set, concealed weapon equipped and The Steed mundus stone activated.
I noticed that sometimes I need to use shadow cloak a few times while switching weapons (qbar with concealed weapon and qbar without), to get my fastest running speed in stealth. Not sure if that fastest speed is a bug or the bug being that I don't always get that speed. Also not sure what the exact trigger is.
Anybody else notice something like that?!

ScruffyWhiskers✭✭✭✭✭Before I got dark stalker and just used Night's Silence, I always had problems with concealed weapon and the weapons swap. I put up with it because the speed boost was worth it. I went vamp and for a while it stacked with vamp and the speed boost was really worth it. The same people who like to tell us that you can carry a treb or fire ballista in your pocket and it should one shot you like a real 5 ton flaming ball of death, also said that running in stealth close to the speed of an un leveled horse is completely unrealistic and clearly contradicted by ESO lore.
