So basically my latency was impecable in the first day when I bought ESO
2 days later everything changed... I get 2 - 5 seconds delay with a ping of 350 + + for some reason . I tried closing programs using internet bandwidth , but nothing helped....

Can someone help me out?

    Try opening the ports the game uses. There are two ways to do this, Port Forwarding and Port Triggering, you want to do Port Triggering (it's easier to set up)

    Not sure if you have to do each range as there is overlap and one range can cover all of these. Perhaps these are groups of ports for different functions so that is why they have the ranges the way they do. I have the ranges myself.

    Killing background apps that use the Internet can help, especially if they have a higher priority than ESO has.
